The whole world, one card per territory. An entity is in the set if and only if it holds an officially assigned ISO 3166-1 code: 249 cards, no case by case ruling, and the code is printed on every card. A card's rarity is its measured renown, the number of languages Wikipedia describes it in: France comes out first of the 249, ahead of the United States, Turkey, Russia and Japan. The star marks the other extreme, the one of size: territories under 300 square kilometres, from Vatican City to Monaco and Nauru.
